Where the practitioners are

Unlike beekeeping or food preservation, this craft has no extension service, no association and no body of published guidance. That absence shapes where the knowledge lives.
A craft without an institution
There is no university program publishing on lip balm formulation. The regulatory side is well documented by FDA and the formulation side is not documented by anyone.
Which is why so much of this property is honestly marked as practitioner experience: the material exists, and it exists as practice rather than as literature.
Where the knowledge actually is
Handmade cosmetics forums and their archives, which are decades deep and mostly untouched by search.
Supplier technical teams, who have seen every failure and will often answer a specific question about their own material properly.
Formulation courses and the small professional cosmetic chemistry community, which is where the rigorous version of this knowledge sits.
And makers at markets, who will usually tell you what went wrong with their last batch if you ask about that rather than about their formula.
What to be careful of
Recipes circulate without the process, which is where the outcome actually lives. A ratio without a melt temperature and a cooling method will not reproduce.
Regulatory advice on forums is frequently wrong and frequently confident, especially on the cosmetic-or-drug line, which is the thing most worth getting right. Check it against the regulation itself, which is short and public.
And be skeptical of anybody selling a business course in this category who is not visibly selling much product.
Contributing back
The gap in this craft is written process, not written recipes. A post saying what melt and cooling regime stopped your shea graining is worth more than another formula.
