Federal law makes ASTM D-4236 a regulation, and it names the repackager alongside the producer. The standard applies exclusively to art materials packaged in sizes intended for individual users, so decanting a drum into artist-size bottles is the act that brings the rule. Toxicologist review, specified label content, a poison-control route and a five-year re-review all follow from it.
