You cannot repackage it without a contract

Updated

On this page6
A sanitizer or disinfectant is a pesticide, and EPA regulates the act of repackaging one. A written contract with the registrant, an EPA-registered refilling establishment, a container meeting the refillable container standards, and the registrant’s own label unchanged. Doing it without all of those is a violation of section 12 of the Act, and both parties can be liable.
