Free was read as none

Lead free was read as containing no lead
It is a defined term meaning not more than a weighted average of 0.25 percent over the wetted surfaces, and not more than 0.2 percent for solder and flux.
So a product claim was read as an absolute
A lead free fitting contains lead within the threshold, and the threshold is what the term means.
The two figures were treated as one
0.2 for solder and flux and 0.25 for wetted surfaces. Different numbers measuring different things.
And the solder figure was assumed to be the looser one
It is the tighter one, which is deliberate: averaging a joint into a large fitting would dilute it to nothing.
The flat limit was treated as an average
Solder and flux have a composition limit with no averaging in it. Only the fittings figure is a weighted average.
The plain meaning was trusted over the definition
Which this library finds three times: a spice that has lost its volatile oil is not a spice, garlic is excluded for being a food, and new means not marketed before 1994.
Three defined terms and three wrong plain senses
Which is the argument for quoting a definition rather than summarizing one, and this one is two sentences long.
The scheme was assumed from the definition
What the Act prohibits, where it applies, the exemptions, the certification and the effective dates are all outside this property.
NSF certification was assumed to be federal
It is not, and it is what a product page usually carries in practice.
And a container was expected to be relevant
These are storage jars for small parts and are not plumbing components. Nothing here says any container is suitable for potable water contact.
Which it is not being asked to be
The container holds the part before it is installed, and the lead question is about the part in service.
Read the two sentences
Which is the whole of the definition, and the surprise is in the first half of each.
Then ask somebody who knows the scheme
Because the definition is the part this property can give you and the rest is not.
