Getting started

The federal law here is about theft

On this page14
A theft and forgery statute. Nothing about a package.

There is a federal statute that names a key

And what it prohibits is stealing, purloining, embezzling or obtaining by false pretense a key suited to a Postal Service lock, and making, forging or counterfeiting one.

With a penalty of up to ten years

Shall be fined under this title or imprisoned not more than ten years, or both. Which is a serious provision about a narrow thing.

And it says nothing about containers

No labeling, no marking, no packaging and nothing about selling key blanks generally.

Which is the finding for this group

Across this library the usual shape is a rule that constrains a package. Here the federal provision in the neighbourhood is about a crime.

So the packaging question stands alone

Which is worth stating plainly rather than stretching a statute to reach it.

The category it describes is very narrow

A key suited to any lock adopted by the Post Office Department or the Postal Service and in use on any of the mails or bags thereof, or a key to a lock box, lock drawer or other authorized receptacle for mail.

A padlock blank is not within any of that

Nor a lock pin, nor a tumbler spring. The four leaves in this group are outside the description.

And the second limb has an intent element

Knowingly and unlawfully makes, forges or counterfeits any such key, or possesses any such mail lock or key with the intent unlawfully or improperly to use, sell or otherwise dispose of the same.

So possession alone is not the offence

The limb requires an intent unlawfully or improperly to use, sell or otherwise dispose of the thing.

Which is the whole of what this property says about law

One page. The remaining five are about the container, because that is the part a packaging catalog can speak to.

And nothing here addresses the rest of the subject

Locksmith licensing, restricted keyways, key duplication and whether any mark has legal effect are all outside these pages.

Nor would anything here help defeat a lock

Which is worth saying on a page about lock parts, and is a line this property does not go near.

The container finding is a material split

195 plastic containers against 56 glass, and for a small steel part that is a real decision rather than a preference.

18 U.S.C. 1704, which provides in part: "Whoever steals, purloins, embezzles, or obtains by false pretense any key suited to any lock adopted by the Post Office Department or the Postal Service and in use on any of the mails or bags thereof, or any key to any lock box, lock drawer, or other authorized receptacle for the deposit or delivery of mail matter"; and "Whoever knowingly and unlawfully makes, forges, or counterfeits any such key, or possesses any such mail lock or key with the intent unlawfully or improperly to use, sell, or otherwise dispose of the same"; and "Shall be fined under this title or imprisoned not more than ten years, or both." This is a theft and forgery provision and says nothing about containers, labeling or packaging. Nothing on these pages addresses the lawfulness of making, holding or selling any key or key blank, locksmith licensing, restricted keyways or key duplication. law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. The 251 containers on this shelf are 117 PET, 78 polypropylene and 56 glass, so 195 plastic against 56 glass, a little over four to one. For a small metal part the difference is practical: glass does not scratch, does not haze and does not take a static charge, and both plastics do all three.
Written from 18 U.S.C. 1704 and from the catalog as it stood on 19 October 2026. That section is a theft and forgery statute about keys to Postal Service locks and says nothing about containers, labeling or packaging; it is quoted because it is the federal provision that names a key. Nothing here addresses the lawfulness of making, holding or selling any key or key blank, locksmith licensing, restricted keyways, key duplication, or whether any mark has legal effect, and nothing here would assist anybody in defeating a lock. This shelf is shared identically by nine groups and the sewing notions property enumerates the inventory.
