A property you cannot see by looking

On this page10
Nothing on the surface says what the core is. So the record has to travel.

An emission rate is invisible, continuous and slow

It is not a defect that shows on inspection and not an event that happens once. It is a rate at which a material releases a substance over time, measured in a chamber under stated conditions.

Which makes it unlike most of the properties rules in this library test

A net weight can be weighed. A volume can be measured. A flame spread can be timed in seconds on a bench. An emission rate cannot be checked by anybody holding the object.

So the compliance evidence is documentary by necessity

A quality control manual, supervised chamber tests, quality control tests, correlation data, a regression equation, an on-site inspection. The certification is the only thing a downstream buyer can actually read.

And the rule carries that requirement down the chain

Only certified products may be sold, whether as panels or incorporated into component parts or finished goods. A fabricator buying a certified panel is relying on a record it did not produce.

This library has found the same structural gap four times already

Four properties here report that nothing in the container record carries a lot number, a production code or a date. Compounding, home preserving, electrical small parts and fasteners all arrive at it independently.

Furniture and cabinet hardware makes it five

And this one is the clearest case, because the spine is a rule whose entire architecture is a traceable identity attached to a material that nobody can test on receipt.

The containers on this shelf carry no such identity

There is a catalog number and a supplier reference. There is no lot, no batch, no production date and no certification reference of any kind, and nothing on these pages invents one.

Which is a fact about the record rather than a complaint

These are dry storage containers for small hardware. Nobody is asking them to carry a chain of custody. The point is that the shelf cannot support a claim that depends on one, so no page here makes such a claim.

And it sets the boundary for what the next section can say

The containers pages measure price, availability and fit, because those are recorded. They do not measure provenance, because that is not.

40 CFR 770.15. Paragraph (a): "Beginning June 1, 2018, only certified composite wood products, whether in the form of panels or incorporated into component parts or finished goods, are permitted to be sold, supplied, offered for sale, or manufactured (including imported) in the United States, unless the product is specifically exempted by this part." A first-time application must contain a copy of the producer’s quality control manual, "At least five tests conducted under the supervision of an EPA TSCA Title VI TPC pursuant to test method ASTM E1333-14 or ASTM D6007-14", "At least five quality control tests", "Correlation data and linear regression equation (or, under the threshold approach, the correlation data and the upper limit)", and the "Results of an initial, on-site inspection by the TPC of the panel producer". The certifier "must act on a panel producer’s complete application within 90 calendar days of receipt". Where a government entity has identified unsafe conditions, the certifier "may conduct a virtual inspection via on-site video/teleconference technology". law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. 215 of the 251 containers on this shelf share a nominal neck finish with at least one closure on the same shelf, which is a catalog match and not a test of fit. 36 do not, and 19 of those record no neck finish at all, so 17 containers carry a recorded finish for which no closure here is listed. The number of matching closures per container runs from 1 to 66 with a median of 61. Taking each container with its cheapest matching closure at single-unit prices, a complete unit runs 42 to 803 cents with a median of 108, and the closure accounts for 2.8 to 48.1 percent of that with a median of 15.4 percent: 10 of 215 at 30 percent or more, 3 at 40 or more, and none above half. 93 of the 251 containers are quote only.
Written from 40 CFR part 770 and from the catalog as it stood on 19 October 2026. Part 770 sets formaldehyde emission standards for composite wood products under TSCA Title VI; it does not govern cam locks, glides, hinges, hangers or shelf pins, and nothing here says it does. No container on this shelf is described as low emitting or certified under anything. Prices are a snapshot of one day, and a closure counted as matching a container shares its nominal neck finish in the catalog, which is a record and not a test. This shelf is shared identically by nine groups and the sewing notions property enumerates the inventory.
