Getting started

The rule follows the wood into the furniture

On this page10
Regardless of whether it is a panel or incorporated into a finished good. The limit does not stop at the assembly.

The emission standards attach to a material rather than to a product

Composite wood products sold, supplied, offered for sale or manufactured, including imported, in the United States. The subject of the rule is the panel and not the thing the panel becomes.

And then one clause carries it all the way through

These emission standards apply regardless of whether the composite wood product is in the form of a panel, a component part, or incorporated into a finished good.

Which is unlike every other spine across this library

A net weight rule governs a package. A care label rule governs a garment. A flammability standard governs a fabric. All of them attach to a finished article, and the components inside it are not separately reached.

Here the ingredient is reached and the assembly inherits it

A cabinet door is a finished good made from a component part made from a panel, and the limit that applied to the panel is the limit that applies to the door.

So compliance is a property you cannot see by looking

Nothing about the surface of a finished cabinet tells a buyer what the core is or whether it was certified. The information has to travel with the material, which is why the part has a certification regime attached to it.

And that is the structural reason this property prices a complete unit

On this shelf a container on its own is not a usable thing. A jar without a lid holds nothing. The number that matters is the pair, in the same way the figure that matters under part 770 is the one that followed the panel into the cabinet.

The standards have a date and it is stated plainly

They apply to products sold, supplied, offered for sale or manufactured on or after June 1, 2018. Which makes the date of manufacture part of the question rather than the date of sale alone.

Import counts as manufacture for this purpose

The phrase used throughout is manufactured, including imported. So the importer stands where the manufacturer would, which is the usual pattern for a rule that has to reach a supply chain outside the country.

None of which reaches anything in this group

A cam lock, a drawer slide part, a furniture glide, a hinge part, a picture hanger and a shelf pin are hardware. They are not composite wood products and nothing on these pages says the part applies to them.

40 CFR 770.10. Paragraph (a): "Except as otherwise provided in this part, the emission standards in this section apply to composite wood products sold, supplied, offered for sale, or manufactured (including imported) on or after June 1, 2018 in the United States. These emission standards apply regardless of whether the composite wood product is in the form of a panel, a component part, or incorporated into a finished good." Paragraph (b), based on test method ASTM E1333-14: "(1) For hardwood plywood made with a veneer core or a composite core, 0.05 parts per million (ppm) of formaldehyde. (2) For medium-density fiberboard, 0.11 ppm of formaldehyde. (3) For thin medium-density fiberboard, 0.13 ppm of formaldehyde. (4) For particleboard, 0.09 ppm of formaldehyde." law.cornell.edu
The six leaves in this group as the catalog indexes them: cam lock, drawer slide part, furniture glide, hinge part, picture hanger and shelf pin. All six are components of an assembly. 40 CFR part 770 sets formaldehyde emission standards for composite wood products and does not reach any of them.
Written from 40 CFR part 770 and from the catalog as it stood on 19 October 2026. Part 770 sets formaldehyde emission standards for composite wood products under TSCA Title VI; it does not govern cam locks, glides, hinges, hangers or shelf pins, and nothing here says it does. No container on this shelf is described as low emitting or certified under anything. Prices are a snapshot of one day, and a closure counted as matching a container shares its nominal neck finish in the catalog, which is a record and not a test. This shelf is shared identically by nine groups and the sewing notions property enumerates the inventory.
