Getting started

The container is an authorized substitute

On this page14
"every article of foreign origin (or its container...)"

The requirement

Every article of foreign origin, or its container as provided in a further subsection, must be marked to indicate to an ultimate purchaser in the United States the English name of the country of origin of the article.

And the parenthesis is the finding

Or its container. The statute offers the package as the place the mark may go, in the same breath as the requirement.

Which is unique in this library

Every other spine here requires the package to carry something of its own. This one says the package may stand in for the article.

And it is exactly right for this group

You cannot mark a resistor. Or a ferrule, a splice cap, a solder pellet, a crimp terminal or a wire nut.

Sixteen named articles and not one is markable

Butt connector, cable clip, crimp terminal, diode, ferrule, two kinds of fuse, heat shrink, LED, resistor, ring terminal, solder pellet, spade terminal, splice cap, toggle switch and wire nut.

The marking standard is demanding

As legibly, indelibly, and permanently as the nature of the article or container will permit. Three adverbs, all of them hard on a 2 mm component.

Which is why the proportionality clause matters

As the nature of the article or container will permit. The standard bends to the object, which is the opposite of a fixed type size.

The cannabis topicals property is the contrast

There, 21 CFR 740.2(a) sets a 1/16 inch minimum that does not bend for a small package, and the only relief is petitioning for a rulemaking.

Two schemes, two attitudes to a small article

One bends and one does not, which is worth knowing before assuming a marking rule is either flexible or rigid.

And there is a third tier

An exception where an article is incapable of being marked, which the Secretary of the Treasury may authorize.

So three tiers in one section

Mark the article, mark the container, or be excepted. A small part sits in the second or third and almost never the first.

Then our own position, and it is narrow

The 251 containers on this shelf are 117 PET, 78 polypropylene and 56 glass, and we publish no marking or printing service at all.

So the container is the authorized place and we supply the container only

The mark goes on by some process we do not provide, which is the honest division.

19 U.S.C. 1304(a). Every article of foreign origin "(or its container, as provided in subsection (b)" must be marked "as legibly, indelibly, and permanently as the nature of the article (or container) will permit", and the marking must "indicate to an ultimate purchaser in the United States the English name of the country of origin of the article." Among the exceptions in subsection (a)(3), clause (A) permits the Secretary of the Treasury to "Authorize the exception of any article from the requirements of marking if such article is incapable of being marked." This is customs marking for articles of foreign origin; nothing on these pages determines the origin of anything or how the exceptions are administered. law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. The 251 containers on this shelf are 117 PET, 78 polypropylene and 56 glass. There is no metal and no polyethylene. Glass takes an etched or fired mark and loses an adhesive label to oil; PET and polypropylene take an adhesive label well and take an etch not at all. We publish no marking, printing or decorating service of any kind.
Written from 19 U.S.C. 1304 and from the catalog as it stood on 19 October 2026. That section is customs marking for articles of foreign origin and nothing here determines the origin of anything, what subsection (b) requires of containers, or how the exceptions are administered. Made in USA claims are a different scheme covered in the favors and gifts property. We publish no marking, printing or decorating service: the mark goes on by some process we do not supply. This shelf is shared identically by nine groups and the sewing notions property enumerates the inventory.
