Getting started

The container writes the sentence

On this page12
"Nonrefillable container." or "Refillable Container." The label follows the choice.

The section is titled for it

Identification of container types. Which is a labeling section whose subject is the container rather than the product.

A nonrefillable container has to say so

The statement "Nonrefillable container.", a reuse statement, and a recycling or reconditioning statement. Three elements that exist because of the kind of container it is.

A refillable container says something different

"Refillable Container. Refill this container with pesticide only. Do not reuse this container for any other purpose." One sentence, doing the opposite job.

So the container selects the rule

Which is the inverse of every other spine in this library. Elsewhere a rule constrains the container; here the container determines which text is required.

And the two are mutually exclusive

A container is one kind or the other, and the label has to match. Getting it wrong is not a near miss, it is the wrong statement.

Which makes the choice a labeling decision made at purchase

Before artwork, before copy, before anything. The container type is upstream of the words.

And our catalog does not record which kind anything is

We publish material, capacity, neck finish, dimensions, liner, temperature range and case pack. There is no refillable or nonrefillable field.

So the one attribute the section turns on is the one we lack

Which is the same shape as the hazmat property, where the defining attribute of two leaves was a mark we do not record.

The scope is narrower than it looks

Part 156 is pesticide labeling, and a pet grooming product is reached only if it is a pesticide, which turns on the claims made for it. Nothing here rules on any product.

And a container cannot be relabeled into the other kind

The statement describes what the container is. Printing the refillable sentence on a nonrefillable container does not make it refillable; it makes the label wrong.

Then there is the shelf, which is a separate problem

80 glass containers, nothing over 120 mL, and no pump or sprayer anywhere. For a pet shampoo that is the wrong shelf and it has its own pages.

References

40 CFR 156.140, "Identification of container types". For a nonrefillable container the label must bear the statement "Nonrefillable container.", a reuse statement chosen from options in the section of which the household wording is "Do not reuse or refill this container.", and a recycling or reconditioning statement, the options including "Offer for recycling if available." and "Offer for reconditioning if appropriate." The section also requires a lot number or other code used by the registrant or producer to identify the batch of the pesticide product which is distributed and sold. For a refillable container the required statement is "Refillable Container. Refill this container with pesticide only. Do not reuse this container for any other purpose.", or the same sentence naming a common chemical name in place of the word pesticide. The full set of permitted option wordings is in the section and is not enumerated here. law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. We publish material, capacity, neck finish, height, width, liner, temperature range, case pack and color. We publish no field recording whether a container is refillable or nonrefillable, which is the single attribute 40 CFR 156.140 turns on.
40 CFR part 156 is pesticide labeling. A pet grooming product is reached by it only if the product is a pesticide, which turns on the claims made for it rather than on the category it is sold in. Nothing on these pages states whether any particular product is or is not a pesticide, and nothing addresses registration, establishment or registration numbers, the rest of the content a pesticide label must carry, use directions, worker protection, or state law.
Written from 40 CFR 156.140 and from the catalog as it stood on 19 October 2026. Part 156 is pesticide labeling and reaches a pet grooming product only if that product is a pesticide, which turns on the claims made for it; nothing here rules on any product. Our catalog publishes no field recording whether a container is refillable or nonrefillable, which is the attribute that section turns on. This group's shelf is 80 glass containers with nothing over 120 mL and no pump, sprayer or foamer, while the catalog holds 358 plastic containers between 200 and 600 mL and 121 pump, sprayer and foamer closures that are not routed here.
