The silences

The toughest product needs no label

On this page10
Survive all five harshest procedures. The permanent label requirement falls away.

The five silences have an end state

If a product can be cleaned safely under the harshest procedures, the permanent care label is not required at all. The exemption lists the five: machine washing in hot water, machine drying at a high setting, ironing at a hot setting, bleaching with all commercially available bleaches, and drycleaning with all commercially available solvents.

And it is automatic

If a product meets the requirements, it is automatically exempt. The text adds that it is not necessary to file a request for this exemption, which is a sentence written to forestall paperwork.

Something still has to be said, somewhere

The statement wash or dry clean, any normal method must appear on a hang tag, on the package, or in some other conspicuous place, so that consumers can see it before buying.

So the permanent label becomes an impermanent one

The requirement does not vanish, it relocates. A tag or a package carries the information instead of a stitched in label that has to last the useful life of the garment.

The condition is reliable proof, not confidence

The exemption is available only if there is reliable proof that all five procedures can safely be used. The burden sits with the party claiming the exemption and the rule says so in those words.

There is a second exemption with a stranger edge

An item of textile wearing apparel without pockets that is totally reversible is exempt, reversible meaning designed to be used with either side as the outer face.

A pocket defeats it

Because a pocket has an inside, and a garment with an inside is not genuinely reversible. The rule gets there by the shortest possible route, which is to name the pocket.

And a third route exists for anything else

A manufacturer or importer can ask for an exemption for any other product or product line if the label would harm the appearance or usefulness of the product. The request goes in writing to the Secretary of the Commission with a labeled sample and a full statement.

In all of those cases the information still has to reach the buyer

Where an item is exempt, consumers still must be given the required care information, on a hang tag, on the package, or in some other conspicuous place. The label can go. The information cannot.

Paragraph (d) exempts a product from the permanent care label "if the product can be cleaned safely under the harshest procedures", listing machine washing in hot water, machine drying at a high setting, ironing at a hot setting, bleaching with all commercially available bleaches and drycleaning with all commercially available solvents, and adds: "It is not necessary to file a request for this exemption." Written from 16 CFR part 423 and from the catalog as it stood on 19 October 2026. Part 423 is the Care Labeling Rule and it governs the permanent care label on textile wearing apparel and certain piece goods; it does not govern notions, and nothing here says it does. Nothing here states what temperature any particular notion tolerates, what instruction any garment may carry, or that any container is suitable for textile storage in any regulated sense. This shelf is shared identically by nine groups and this property is where it is enumerated in full.
