Ten notions and no coverage

On this page10
Components, not products. Part 423 reaches the finished garment.

The group has ten leaves

Bobbin storage, button storage, elastic scrap, hook and eye, needle storage, pin storage, seam ripper tip, snap storage, thread storage and zipper pull.

Four of them are a container problem by name

Bobbin storage, needle storage, pin storage and thread storage are already phrased as storage. The buyer arrives knowing the shape of the answer and is choosing a size and a lid.

Four more are small hardware

Hook and eye, snap, zipper pull and seam ripper tip. These are metal or plated metal, they are tiny, and they come loose in quantities that are awkward in anything with a wide mouth and a shallow floor.

Buttons are their own category and the reason is size spread

A button collection spans roughly four millimeters to forty in diameter and sorting is usually by size or by set rather than by material, which makes a set of small identical jars more useful than one large one.

Elastic scrap is the odd one and it is the only perishable

Rubber and spandex lose elasticity over time regardless of how they are stored, and heat and light accelerate it. It is the one leaf here where the container choice can slow a loss rather than merely organize a pile.

None of the ten is textile wearing apparel

And none is a piece good sold by the piece from a bolt or roll for the purpose of making home sewn apparel. Part 423 does not reach any of them, and nothing on these pages says it does.

Which is the normal situation for a components group

The federal label rules in this library attach to finished goods and to a few regulated substances. A notion is upstream of both.

The connection that does exist is one of sequence

These parts become part of a garment, and the garment then carries a permanent label that must state what regular care it needs. The notion is inside the thing the label describes.

That is a reading of the rule, and the next page labels it as one

The text says care labels must state what regular care is needed for the ordinary use of the product, singular. Whether that has consequences for a component is an argument from the words, not a determination by anybody.

References

The ten leaves in this group as the catalog indexes them: bobbin storage, button storage, elastic scrap, hook and eye, needle storage, pin storage, seam ripper tip, snap storage, thread storage and zipper pull. These are notions, which is to say components, and 16 CFR part 423 does not reach any of them. It reaches the finished textile wearing apparel and the certain piece goods defined in 423.1(b).
Written from 16 CFR part 423 and from the catalog as it stood on 19 October 2026. Part 423 is the Care Labeling Rule and it governs the permanent care label on textile wearing apparel and certain piece goods; it does not govern notions, and nothing here says it does. Nothing here states what temperature any particular notion tolerates, what instruction any garment may carry, or that any container is suitable for textile storage in any regulated sense. This shelf is shared identically by nine groups and this property is where it is enumerated in full.
