Getting started

Covered is the manufacturer, not the sewer

On this page10
Manufacturers and importers. Plus anyone who directs or controls the manufacture.

The rule names who it covers in one sentence

Manufacturers and importers of textile wearing apparel and certain piece goods, and that includes any person or organization that directs or controls the manufacture or importation of covered products.

The last clause is the one with reach

Directs or controls brings in a party that does not own a factory. A brand that specifies the garment and has it made is inside the description even though nothing is manufactured on its premises.

Certain Piece Goods is a defined term and it is narrower than it sounds

Textile products sold by the piece from bolts or rolls for the purpose of making home sewn textile wearing apparel. Fabric for curtains is not in the definition, because the purpose named is apparel.

And three things are carved out by measurement

Manufacturers remnants up to ten yards long that are clearly and conspicuously marked pound goods; fabrics of undetermined origin, meaning the fiber content is not known and cannot easily be ascertained; and trim, up to five inches wide.

Five inches is a hard edge

A trim five inches wide sits outside the definition. The same trim at five and a quarter does not have that exclusion available to it. Which is the fourth defined term in this library that is written in title case and means something tighter than its plain reading.

Then the exemption that bears on a shelf like ours

Manufacturers and importers need not provide care information with products sold to institutional buyers for commercial use. The exemption does not describe the garment at all. It describes the buyer.

Which is unusual among the rules in this library

Most of them attach to a thing: a volume, a surface, a material, a hazard class. This one switches off based on the identity of the purchaser, and the same shirt can be inside or outside depending on who the invoice goes to.

And the case pack on this shelf says which kind of buyer it serves

A median container case of 288 and a smallest closure case of 200 is not a consumer shelf. It is a wholesale shelf, which is the same category of buyer the exemption names, though for an entirely unrelated purpose.

None of which makes a notion a covered product

A button is not textile wearing apparel and it is not a piece good sold from a bolt. Nothing on these pages says part 423 applies to anything in this group.

16 CFR 423.1(b): "Certain Piece Goods means textile products sold by the piece from bolts or rolls for the purpose of making home sewn textile wearing apparel. This includes remnants, the fiber content of which is known, that are cut by or for a retailer but does not include manufacturers' remnants, up to ten yards long, that are clearly and conspicuously marked pound goods or fabrics of undetermined origin (i.e., fiber content is not known and cannot be easily ascertained) and trim, up to five inches wide." law.cornell.edu
16 CFR 423.8. Paragraph (a) exempts an item "without pockets, that is totally reversible". Paragraph (d) exempts a product from the permanent care label "if the product can be cleaned safely under the harshest procedures", listing machine washing in hot water, machine drying at a high setting, ironing at a hot setting, bleaching with all commercially available bleaches and drycleaning with all commercially available solvents, and adds: "It is not necessary to file a request for this exemption." Paragraph (e): "Manufacturers and importers need not provide care information with products sold to institutional buyers for commercial use." law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. Container case packs run from 12 to 6,370 with a median of 288; 167 of the 250 that record one fall between 101 and 500, 54 are over 500, and only 6 come in a case of 24 or fewer. Closure case packs run from 200 to 12,500 with a median of 970, and 252 of 286 are over 500. 65 of 251 containers and 11 of 288 closures are full case only. Availability, a snapshot and not a promise: 159 of 251 containers and 213 of 288 closures were marked available. Unit prices run 21 cents to $7.05 for containers, median 90.5 cents, and 5 cents to $4.45 for closures, median 39 cents.
Written from 16 CFR part 423 and from the catalog as it stood on 19 October 2026. Part 423 is the Care Labeling Rule and it governs the permanent care label on textile wearing apparel and certain piece goods; it does not govern notions, and nothing here says it does. Nothing here states what temperature any particular notion tolerates, what instruction any garment may carry, or that any container is suitable for textile storage in any regulated sense. This shelf is shared identically by nine groups and this property is where it is enumerated in full.
