Four terms

The four terms

On this page13
The product decides, not the packer.

Weight

For a solid, semisolid or viscous food. Which is nine of the ten leaves in this group if any of them were being sold.

Measure

Meaning fluid measure, for a liquid. None of this group's leaves is a liquid, which is why the measure branch is the one that does not apply here.

Numerical count

A quantity declared as a number of items. Which is the term people forget exists and the one that suits a countable dry good.

Or a combination of numerical count and weight or measure

So a package can declare both, which is how a product sold by the piece and compared by weight is labeled.

And dry measure for one narrow case

Permitted for a fresh produce item customarily sold that way, which is a custom-based exception inside an otherwise mechanical rule.

Which is the same shape as the garlic exception

The coffee and spice property finds a definition excluding substances traditionally regarded as foods. Both rules defer to custom at one point.

So the term is determined by the food

A packer does not choose weight because weight sounds better. A solid is declared by weight.

Which removes a decision rather than adding one

And is worth knowing before designing a label around a unit that is not available.

The declaration goes on the principal display panel

Not anywhere on the package. Which is a placement requirement and the formatting rules around it are not described here.

Nor is the type size

Five properties in this library are about type size rules and this is not one of them. The net quantity type size rules are outside this property.

None of it reaches a household

A food in package form is a package for sale, and this group is a household storing what it already owns.

Which is why the useful half is the units

The gallon of 231 cubic inches and the stated temperature. Those are facts rather than requirements.

21 CFR 101.7(a): "The principal display panel of a food in package form shall bear a declaration of the net quantity of contents." The declaration may be expressed in weight, measure, numerical count, or a combination of numerical count and weight or measure, and the choice is governed: fluid measure for a liquid, weight for a solid, semisolid or viscous food, with dry measure permitted for a fresh produce item customarily sold that way. The section reaches a food in package form, meaning a package for sale. law.cornell.edu
Written from 21 CFR 101.7 and from the catalog as it stood on 19 October 2026. That section reaches a food in package form, meaning a package for sale, so almost none of it reaches somebody filling a pantry canister; it is quoted because the four permitted terms and the 231 cubic inch gallon are worth knowing and because it shows what changes when a jar is sold rather than filled. The mass against volume gap is set out in the specialty supplements property. Nothing here addresses net quantity formatting, type size, placement, metric declarations, or state weights and measures law.
