Is this for you at all

What this covers
Car freshener, closet freshener, fabric refresher, linen spray and room spray. Five leaves and one process: a water-thin scented liquid delivered as a fine mist. It is the cleanest scope in this library, with nothing in the taxonomy to correct.
The VOC limit
Federal law caps the volatile organic compound content of consumer products by weight-percent, and air freshener is a named category. For a product whose entire function is to evaporate, that is a direct limit on how it works.
Which bites hardest on an alcohol-based spray
The reported limit for a liquid or pump spray air freshener is 18 weight-percent. A high-alcohol room spray is well past that, so the formulation question is not an optimisation, it is a constraint on the approach.
Those numbers need checking
Table 1 would not serve to us from three sources, so the four air freshener figures used here come from search results rather than from the regulation. They are consistent across sources and they are not quoted from the text, and every page that uses them says so.
Then the date on the container
The container or package of each consumer product subject to the subpart clearly displays the day, month and year of manufacture, or a code for it. Every unit, not every batch record.
That is a production requirement, not a copy one
Somebody or something has to mark each container at fill. A date code printed into the label artwork cannot do it, because the artwork is the same on every unit.
Two regimes this property points at
California treats an air care product as a designated product, so the ingredient disclosure on the label and on a website applies. And a claim to kill or sanitise makes it a pesticide. The laundry and growing inputs properties cover those in full rather than repeating them here.
The shelf is well matched for once
413 containers and 34 fine mist sprayers, with 192 containers on 24-410 and 76 on 20-410, which is where the sprayers live. The pairing is deep rather than lucky.
