The test

Any orientation, without compressing

On this page11
Neither one implies the other. And both are needed.

The procedure is two short sentences and both carry a condition

Place the article, without compressing it, into the cylinder. If the article fits entirely within the cylinder, in any orientation, it fails to comply with the test procedure.

Without compressing it closes the soft-article route

A foam plug, a rubber ring or a fabric-covered button can be squeezed through an opening it does not fit. The condition means the test is about the article at rest rather than about the article under force.

In any orientation closes the long-thin route

A pencil-shaped article stood on end exceeds the cylinder’s depth and laid flat drops straight in. Without this phrase a tester could choose the orientation that passes.

So a failure in one orientation is a failure

Which means the test is a search for the worst case rather than a single trial. The same posture the clothing textile flammability standard takes when it cuts specimens from the fastest burning direction.

And detached components are tested the same way

The procedure adds that any detached components of the article are tested identically. So the article and each of its loose parts face the same gauge.

An article that does not fit then goes to a second stage

It is subjected to the appropriate use and abuse tests of 16 CFR 1500.51 and 1500.52, which simulate the handling an article will actually receive.

With one whole category of test excluded

Excluding the bite tests. Which is a deliberate carve-out, and it means the escalation tests handling rather than chewing even though the hazard being guarded against is a mouth.

Anything that comes off is then put in the cylinder, one at a time

And if any component or piece fits entirely within the cylinder in any orientation and without being compressed, the article fails. So the two conditions apply again at the second stage.

Six materials are excluded from that second cylinder test

Paper, fabric, yarn, fuzz, elastic, and string. Six named materials that may detach during the use and abuse testing without causing a failure.

Which is a list drawn by what the material does rather than what it is

All six are flexible, fibrous or both, and none of them holds a shape that could lodge. The exclusion is about the hazard mechanism and not about the size of the piece.

16 CFR 1501.4(b): "(1) Place the article, without compressing it, into the cylinder. If the article fits entirely within the cylinder, in any orientation, it fails to comply with the test procedure. (Test any detached components of the article the same way.) (2) If the article does not fit entirely within the cylinder, subject it to the appropriate “use and abuse” tests of 16 CFR 1500.51 and 1500.52 (excluding the bite tests of 1500.51(c) and 1500.52(c)). Any components or pieces (excluding paper, fabric, yarn, fuzz, elastic, and string) which have become detached from the article as a result of the use and abuse testing shall be placed into the cylinder, one at a time. If any such components or pieces fit entirely within the cylinder, in any orientation and without being compressed, the article fails to comply with the test procedure." law.cornell.edu
Written from 16 CFR part 1501 and from the catalog as it stood on 19 October 2026. That part provides the test method for identifying toys and other articles intended for use by children under three that present a choking, aspiration or ingestion hazard because of small parts; it does not govern contact lens cases, cufflink boxes, earplug carriers, hair ties or travel kits, and it does not reach any container on this shelf. Nothing here determines whether any article is intended for use by children under three, performs or reports any test, or offers guidance about child safety. A closure recorded as fitting a container shares a neck notation in the supplier record, which is not a test of fit.
