The statement

Four leaves, four different answers

On this page13
A hygiene kit is not a drug. And water purification may not be either.

First aid kit

A collection rather than a product. The individual items in it may be drug products and the kit is an assembly, which the section does not address.

Hygiene kit

Not a drug product at all. Soap, wipes and the rest are cosmetics or plain articles, so the tamper-evident requirement in part 211 does not reach them.

Medication longterm

The closest to the section's subject, and usually the furthest from its conditions. A household storing medication is not packaging for retail sale.

Water purification

Which may be a pesticide or a device rather than a drug, depending on what it is and what is claimed. The camping property covers the device and pesticide line.

So the section reaches almost none of this group as written

Which is why the scope note sits on the first page rather than in a footnote.

The useful part transfers anyway

Anyone who wants to know later whether a container has been opened is asking the question the section answers.

And for a cache that question is the whole point

A medication container opened once and resealed looks the same as one never opened, unless there is a feature that shows otherwise.

Which our shelf supplies

53 heat induction seals and 18 pressure sensitive liners among 128 closures. Both show interference plainly.

The 18 child-resistant closures are a separate matter

Child resistance and tamper evidence are different functions, and this shelf has both available separately. The pet and veterinary property covers the child-resistant standards.

And the water purification leaf has its own container question

A purification tablet or powder is moisture sensitive, which puts the liner back at the center for a reason that has nothing to do with tampering.

So the same 71 liners serve two purposes

Evidence of interference, and a moisture barrier. One specification answers both, which is unusual and convenient.

So the honest reading is a mechanism rather than a requirement

Learn what makes a package show interference, and specify it. Whether a regulation compels it is a separate question.

21 CFR 211.132(b)(1): "A tamper-evident package is one having one or more indicators or barriers to entry which, if breached or missing, can reasonably be expected to provide visible evidence to consumers that tampering has occurred." The same paragraph requires the packaging to be "distinctive by design or by the use of one or more indicators or barriers to entry that employ an identifying characteristic (e.g., a pattern, name, registered trademark, logo, or picture)", with distinctive by design meaning packaging that "cannot be duplicated with commonly available materials or through commonly available processes." The section reaches an over-the-counter human drug product packaged for retail sale and accessible to the public while held for sale, and nothing here asserts it binds any particular activity. law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. The only tamper-evident capability among the 128 closures indexed to this group is a liner: 53 carry a heat induction seal and 18 a pressure sensitive liner, with 11 F217, 11 foam, 10 Plastis standard, 6 PE foam, 1 F217 and PS, 8 recorded as No Liner and 10 unrecorded. There is no tamper-evident closure and no sealing disc on the shelf at all. We publish the liner type and not whether it carries a printed pattern, name, trademark, logo or picture.
Written from 21 CFR 211.132 and from the catalog as it stood on 19 October 2026. That section reaches an over-the-counter human drug product packaged for retail sale and accessible to the public while held for sale; a kit assembled at home from bulk is not that, and nothing here asserts the section binds any particular activity. The only tamper-evident capability on this shelf is a liner, and we publish the liner type and not whether it carries a printed identifying characteristic, which is the attribute the distinctiveness requirement turns on.
