The list was read as a safety list
On this page12
Absence was read as clearance
The oils this group names are not in the paragraph quoted here. That is a fact about the paragraph and not a finding about the oils.
And presence was read as a prohibition
Methyl salicylate over 5 percent by weight is not banned. It requires special packaging, or a pressurized spray container.
The threshold was read as approximate
More than 5 percent by weight. Exactly 5 percent is outside it, and by weight is not by volume.
A blend was assumed to inherit its leaves
A blend can cross the threshold by weight even where no single named leaf in this group is a high-methyl-salicylate oil. That is a formulation calculation.
The liquid limb was overlooked
The paragraph reaches liquid preparations. A solid balm in one of the 10 tins on this shelf is a different physical form.
And we were expected to assess the oil
We do not. Nothing on these pages says whether any essential oil is safe or hazardous, for any route or population.
The rest of the substance list was expected here
Only the methyl salicylate paragraph was obtained verbatim, and a remembered list on a packaging page would be invented. The section is cited instead.
The test protocols were expected here too
They are in 16 CFR 1700.20 and the pet and veterinary property is built on them. Repeating them would be duplication.
Which leaves the structural lesson
A substance list tells you where a requirement attaches. It does not rank risk and it does not clear anything by omission.
And the Commission's feasibility finding was read as a guarantee
The determination says compliant packaging is technically feasible, practicable and appropriate. That is a statement about the world, not about any particular catalog, and ours does not reflect it.
The same shape appears twice more here
An exemption from a licensing scheme is not a finding of safety, in the reloading property. And membership in a listed ingredient category is not a permission, in the adjacent botanicals property.
