What goes wrong

The closure was assumed to be available

On this page12
The bottle was never the problem.

The bottles were right

95 glass containers, 63 boston rounds, a 5 to 120 mL window centered on 30. For an essential oil the vessel is correct.

And the closure was assumed to follow

None of the 358 closures here is child resistant. 202 are plain continuous thread lids and 43 are dropper assemblies.

The spray exemption was assumed to be a fallback

There is no aerosol or pressurized container anywhere in this catalog, so the exemption is not a route from here either.

A dropper was treated as child resistant

It is a dosing device. The two functions are separate families, which the tinctures property measures on a different shelf.

An 18DIN bottle was chosen

15 of the 140 containers here carry that neck, and this catalog holds no 18DIN closure at all.

Chemical resistance was read off the material rating

It is a five-point figure per resin family. The requirement is that a closure keep working in actual contact with the substance, which is a different question over a different timescale.

The number of openings was not considered

The standard requires effectiveness for the number of openings and closings customary for the size and contents. A 30 mL bottle dosed by drop is opened constantly.

A used bottle was refilled

Special packaging shall not be reused. Which reaches special packaging rather than every bottle, and is worth knowing before a refill program.

And 99 of 140 are full case only

So the right bottle at the wrong case size is still a problem, and it is published on the product page rather than discovered at checkout.

And the phenolic count was read as a solvent answer

14 of 358 closures are phenolic, which is the traditional resistant cap. On a shelf whose entire subject is solvents, 14 is a thin set and it is not a child-resistant one either.

Settle the closure first

For anything over the threshold it is the whole decision, and we do not stock it. For everything else this shelf is one of the better ones here.

The Davis Pack Supply catalog, measured 19 October 2026. None of the 358 closures indexed to this group is child resistant, and a catalog-wide check finds no aerosol or pressurized spray container of any kind. So neither of the two routes in 16 CFR 1700.14(a)(3) can be taken with anything on this shelf.
16 CFR 1700.15(a): "The special packaging must continue to function with the effectiveness specifications set forth in paragraph (b) of this section when in actual contact with the substance contained therein." The section also requires the packaging to remain effective for the number of openings and closings customary for its size and contents. Paragraph (c): "Special packaging for substances subject to the provisions of this paragraph shall not be reused." The effectiveness figures in paragraph (b) are described rather than quoted here: not less than 85 percent without a demonstration of the proper means of opening and not less than 80 percent after one, with a senior adult use effectiveness of not less than 90 percent for most products. The test protocols in 16 CFR 1700.20 are set out in the pet and veterinary property. law.cornell.edu
The Davis Pack Supply catalog, measured 19 October 2026. 498 rows: 140 containers and 358 closures. 5 to 120 mL with a median of 30, which is the smallest capacity window in this library; 98 over half an ounce, 58 over an ounce, 16 over 4 oz. 95 glass, 35 PP, 9 steel, 1 metal. 79 bottles, 49 jars, 10 tins, 2 tubes. 63 glass boston rounds, 11 PP single wall jars, 9 double wall round base jars, 9 glass straight sided jars, 9 round tins, 9 double wall straight base jars, 6 glass roller ball bottles, 5 glass low profile jars. 34 clear, 21 amber, 21 white, 19 blue, 11 black, 11 frosted, 8 silver, 8 natural. Necks: 31 at 20-400, 21 unrecorded, 15 at 18DIN, 13 at 53-400, 9 at 24-400, 8 at 33-400. Closures: 202 continuous thread polypropylene lids, 45 metal or aluminum CT caps, 43 dropper assemblies, 18 dome lids, 14 phenolic, 7 sealing discs, 7 caps for glass roller ball bottles, 3 euro droppers, 2 orifice reducers. Buyability, a snapshot: 100 of 140 available, 37 not, 3 unrecorded; 40 quote only; 99 of 140 full case only.
Written from 16 CFR 1700.14 and 1700.15 and from the catalog as it stood on 19 October 2026. Nothing on these pages says whether any essential oil is safe or hazardous, and nothing addresses dilution, exposure or use. The paragraph quoted here names methyl salicylate at a 5 percent by weight threshold; the other substances in 16 CFR 1700.14(a) are not enumerated here and absence from a list is not a safety finding. This shelf holds no child-resistant closure and the catalog holds no pressurized spray container, so neither of the two compliant routes in that paragraph is available from it.
