Absence from a list
On this page13
The structure of the rule
A subsection that names substances, each with its own threshold and its own conditions, introduced by a Commission determination about those substances.
Methyl salicylate is one of them
At more than 5 percent by weight, in liquid preparations, other than in pressurized spray containers.
The rest are not enumerated here
Only that paragraph was obtained verbatim, and a partial list on a packaging page would be worse than a pointer. The section is cited so it can be read.
The oils this group names are not in the paragraph quoted
Roughly thirty leaves, including clove, oregano, thyme, eucalyptus, peppermint and tea tree. None of them is methyl salicylate.
Which says nothing about whether they are safe
And these pages do not say. A substance that does not appear on a list has not been found safe by that absence; it has simply not been listed in the paragraph in question.
That distinction recurs across this library
The reloading property makes it about an exemption from a licensing scheme: being exempt is not a finding that a material is safe. This is the same shape.
And the adjacent botanicals property makes it about a category
Being in a listed category of dietary ingredient is not a permission. Membership and absence are both weak evidence.
So what does the list tell you
That for the substances on it, at the thresholds given, a specific packaging requirement applies. It is a requirement finder, not a risk assessment.
A blend complicates it
A blend containing a high-methyl-salicylate oil can cross 5 percent by weight even if no single named leaf in this group is that oil.
And a carrier dilutes toward the threshold from above
A high-methyl-salicylate oil diluted into one of the twenty-two carrier oils this group names can fall below 5 percent by weight, which is a formulation route out of the requirement.
That is a real option and it is not ours to recommend
It changes the product rather than the package, and whether it is appropriate is a question for whoever is formulating.
Which is a formulation calculation
By weight, in the finished liquid preparation. Not something a container catalog can perform or should attempt.
