Five percent by weight

What other fiber means

On this page11
Designated in the aggregate. Two suppressed fibers become one line.

The substitute term is fixed

Other fiber, singular, for one such fiber. Other fibers, plural, where more than one is present, and they are designated in the aggregate rather than listed separately.

So the line hides how many as well as which

A statement reading 2 percent other fibers could be one fiber at two percent or four fibers at half a percent each. The aggregate wording removes that distinction deliberately.

And the arrangement rule sends it to the end

The required content statement lists generic names and percentages by weight in order of predominance by weight, with any percentage required to be designated as other fiber or other fibers appearing last.

Which is not where predominance would put it

Order of predominance would already place the smallest entry last in most statements. The rule says it explicitly anyway, so the position is fixed rather than incidental.

The content statement also excludes ornamentation outright

The requirement is for the generic names and percentages by weight of the constituent fibers present, excluding permissive ornamentation, in amounts of 5 percent or more.

So there are two different mechanisms at work on a decorative fiber

One suppresses its name because it is under five percent by weight. The other takes permissive ornamentation out of the calculation altogether. They are different operations and a given fiber can be subject to either.

And everything in the statement has to be the same size

All parts of the fiber content information shall appear in type or lettering of equal size and conspicuousness. Which prevents the suppressed line from being set in smaller type than the named fibers.

A trademark brings its generic name with it

Where a fiber trademark is used on a label in conjunction with required information, the generic name must appear in immediate conjunction with it, in type of equal size and conspicuousness.

That is three places the rule insists on equal size

Within the content statement, between a trademark and its generic name, and in the general requirement that required information be clearly legible, conspicuous and readily accessible to the prospective purchaser.

Which is a consistent theme across this library

A rule that specifies what must be said almost always goes on to specify that it cannot be said quietly. The suppression in this part is the unusual half; the equal-size requirements are the familiar half.

16 CFR 303.3: "no fiber present in the amount of less than 5 percent of the total fiber weight shall be designated by its generic name or fiber trademark in disclosing the constituent fibers in required information, but shall be designated as “other fiber.” When more than one of such fibers are present in a product, they shall be designated in the aggregate as “other fibers.” Provided, however, that nothing in this section shall be construed as prohibiting the disclosure of any fiber present in a textile fiber product which has a clearly established and definite functional significance when present in the amount contained in such product, as for example: 96 percent Acetate 4 percent Spandex." law.cornell.edu
16 CFR 303.16(a)(1), which requires "The generic names and percentages by weight of the constituent fibers present in the textile fiber product, excluding permissive ornamentation, in amounts of 5 percent or more and any fibers disclosed in accordance with 303.3(a) shall appear in order of predominance by weight with any percentage of fiber or fibers required to be designated as “other fiber” or “other fibers” appearing last." Paragraph (b) adds that all parts of the fiber content information "shall appear in type or lettering of equal size and conspicuousness". law.cornell.edu
Written from 16 CFR part 303 and from the catalog as it stood on 19 October 2026. Part 303 implements the Textile Fiber Products Identification Act and governs fiber content labeling on finished textile products; it does not govern floss, needles, beads or hoop hardware, and nothing here says it does. Heights and diameters in the catalog are outside dimensions, so no interior measurement is stated on these pages. This shelf is shared identically by nine groups and the sewing notions property enumerates the inventory.
