What the statute covers

The definition
A designated product is "a finished product that is an air care product, automotive product, general cleaning product, or a polish or floor maintenance product used primarily for janitorial, domestic, or institutional cleaning purposes".
A laundry product is a general cleaning product
Used primarily for domestic cleaning purposes. There is no useful argument that a detergent, a softener or a stain treatment sits outside that, and a small maker should not spend time looking for one.
What an intentionally added ingredient is
"A chemical that a manufacturer has intentionally added to a designated product and that has a functional or technical effect in the designated product." Functional or technical effect is broad: a thickener, a preservative and a pH adjuster all qualify.
What a nonfunctional constituent is
An incidental component of an intentionally added ingredient, a breakdown product of one, or a byproduct of manufacturing, with no functional or technical effect, drawn from a list of 34 named chemicals. These are the things you did not add and may still have to report.
Which means you need to ask your suppliers
You know what you added. You do not necessarily know what came in with it. A disclosure regime that reaches incidental components is a regime that reaches up your supply chain, and the time to ask is before the first batch rather than when the list is due.
Fragrance is defined too
"Any intentionally added substance or complex mixture of aroma chemicals, natural essential oils, and other functional ingredient or ingredients for which the sole purpose is to impart an odor or scent, or to counteract an odor." Note that counteracting an odor is included, which catches masking agents.
Finished product, not ingredient
The obligation is on the finished designated product. If you blend and sell, it is yours. If you supply a base to somebody else who finishes and sells it, the obligation follows the finished product.
And it is state law
California has one scheme and New York runs a separate disclosure program of its own. Other states can add more. This is the part of the property most likely to have moved since it was written, and it is worth checking rather than assuming.
