What the label must carry

The nine
Name, brand or trademark. Name and address of the producer or registrant. Net contents. EPA registration number. EPA establishment number. Ingredient statement. Hazard and precautionary statements. Directions for use. Use classification.
Two of them are issued, not chosen
The EPA registration number identifies the product and the establishment number identifies where it was produced. Neither exists until the relevant process has happened, and both must appear.
The establishment number is about the facility
Which means it can differ between production runs of the same product if they were made in different places. That is a labeling consequence of a manufacturing decision.
Directions for use are mandatory and binding
It is unlawful to use a registered pesticide in a manner inconsistent with its labeling. The directions are not advice; they are the permitted uses, and anything not on the label is outside them.
Which is why the label is the product
Two chemically identical products with different approved directions are different products in law. The document is doing work no other label in this library does.
Net contents for a liquid is measured at a temperature
Stated in terms of liquid measure at 68 F, in standard American units. For a solid it is weight in avoirdupois pounds and ounces.
Use classification
General use or restricted use. A restricted use pesticide carries a statement to that effect, and that single classification changes who may buy the product and through what channel.
Build the panel around the nine
They are not negotiable and several have prescribed positions. The brand design is what fits in the space left over, which is the opposite of how most packaging is designed.
The signal word sets the tone of the front
Danger, Warning or Caution follows from the toxicity category, and it is the first thing a buyer reads. A product whose chemistry puts Danger on the front is a different product on a shelf from one that says Caution, whatever the brand does.
Precautionary statements are not boilerplate
Personal protective equipment, environmental hazards and first aid all follow from the specific product. Borrowing the block from a competitor is how a label ends up requiring equipment your product does not need, or omitting what it does.
