The outside wrapper

The rule
If there is an outside container or wrapper through which the ingredient statement cannot be clearly read, the ingredient statement must also appear on that outside container or wrapper.
What counts as an outside wrapper
A carton around a bottle, a shrink-wrapped multipack, a box for a concentrate sachet. Anything a buyer sees instead of the container itself at the point of purchase.
Which makes secondary packaging a regulated surface
In most categories a carton is a marketing decision. Here it can acquire a mandatory element, and the decision to use one is therefore a compliance decision as well as a cost one.
Clear film is the cheap answer
A transparent sleeve or shrink through which the front panel reads cleanly avoids the duplication entirely. That is worth specifying deliberately rather than discovering.
And it has to actually be readable
"Cannot be clearly read" is a judgment about the finished pack, not about the film specification. Print a sample, wrap a real bottle and look at it under shop lighting.
Multipacks are the common trap
Two bottles shrink-wrapped together for a promotion is a new outside wrapper. The promotion is designed by a different person on a different timescale from the label, and the obligation travels with it.
Keep one artwork, two applications
Where a wrapper does need the statement, render it from the same source as the bottle label rather than retyping it. Two hand-maintained copies will disagree and the disagreement will be on the shelf.
A sleeve can hide more than the ingredients
The rule names the ingredient statement, and a full-body sleeve can also obscure the signal word, the registration number and the directions. Check the whole mandatory set against what is actually visible rather than against the one element the rule mentions.
Decide the secondary pack at the same time as the primary
A carton added later for a retailer, a gift set or a promotion arrives after the label is approved and printed. Knowing in advance whether it will carry mandatory text is the difference between a print job and a relabelling exercise.
