The J-List

A list of exactly these parts

On this page11
Four of this group’s leaves are on it by name. Which is why this part is the spine here.

The list reads, in places, like an inventory of a craft drawer

Beads, unstrung. Buttons. Nails, spikes, and staples. Bolts, nuts, and washers. Feathers. Hairnets. Flowers, artificial, except bunches.

Four of those correspond to leaves in this group

Beads unstrung covers the three bead leaves here. Buttons is a leaf. Nails, spikes and staples covers the brad leaf. And bolts, nuts and washers describes the hardware a findings drawer carries.

Unstrung is the qualifier on the bead entry and it matters

Beads, unstrung. A strung bead is part of an assembled article and falls outside the entry, so the same bead is inside or outside depending on whether it has been made into something.

Three entries on the whole list carry a dimension

Bearings, ball, 5/8-inch or less in diameter. Buckles, 1 inch or less in greatest dimension. And mica not further manufactured than cut or stamped to dimensions, shape or form.

So a buckle at an inch is exempt and the same buckle larger is not

While a button of any size at all is exempt, because the button entry carries no dimension. Two small fasteners, two different treatments, and the difference is in the drafting rather than in the article.

Greatest dimension is the phrase worth noting on the buckle entry

Not diameter, not length. The largest measurement in any direction, which settles an irregular shape in one phrase the way the small parts cylinder settles it with a gauge.

Five entries carve something back out of themselves

Artificial flowers except bunches. Furniture glides except glides with prongs. Fish hooks except snelled fish hooks. Leather except finished. Metal sheets except galvanized sheets.

The glide exception is the most specific of the five

A glide with prongs is outside the exemption and a glide without them is inside it. Which is a distinction about how an article is fixed in place rather than about what it is or how large it is.

And a snelled fish hook is a hook with a leader already attached

So again the exception turns on whether the article has been assembled into something, which is the same idea as unstrung beads expressed about a different trade.

Which gives the list a readable logic underneath the age

A bare component is exempt and an assembly is not, with three places where size decides instead. That is a coherent position about which articles can usefully carry a marking.

19 CFR 134.33, J-List exceptions: "Articles of a class or kind listed below are excepted from the requirements of country of origin marking in accordance with the provisions of section 304(a)(3)(J), Tariff Act of 1930, as amended (19 U.S.C. 1304(a)(3)(J)). However, in the case of any article described in this list which is imported in a container, the outermost container in which the article ordinarily reaches the ultimate purchaser is required to be marked to indicate the origin of its contents in accordance with the requirements of subpart C of this part. All articles are listed in Treasury Decisions 49690, 49835, and 49896. A reference different from the foregoing indicates an amendment." Written from 19 CFR part 134 and from the catalog as it stood on 19 October 2026. Part 134 governs the country of origin marking of imported articles; it does not determine anything about any container on this shelf, and the catalog does not record a country of origin for any product. Nothing here states whether any article is on the J-List, which turns on tariff classification, or whether any container is a usual container, which turns on commercial practice, and nothing here is customs, import or classification advice. This shelf is the store-small-dry shelf plus three rows and the sewing notions property enumerates the shared part of it.
