A list whose authority is three Treasury Decisions

On this page10
Treasury Decisions 49690, 49835, and 49896. A reference different from the foregoing indicates an amendment.

The section does not claim to be the source of its own list

All articles are listed in Treasury Decisions 49690, 49835, and 49896. So the regulation reproduces a list that was settled administratively and points at where it came from.

And it tells a reader how to see what has changed since

A reference different from the foregoing indicates an amendment. Which turns the citations beside individual entries into a change log embedded in the list.

Several entries carry one

Flooring and sawed lumber both cite Treasury Decisions 49750 and 50366(6). Fish hooks cite 50205(3). Works of art cite 66-153. Each of those is an entry that was altered after the original three.

Which is an unusually honest way to publish a list

Most regulations present a list as a single current text and leave the history to the source notes. This one makes the provenance of each entry visible in the entry itself.

The age of the list shows in what is on it

Hairnets. Phonograph records. Bodies, harvest hat. Briarwood in blocks. Effects, theatrical. Covers, straw bottle. Cellophane and celluloid in sheets, bands, or strips.

And that is not a criticism of the list

A list of classes of goods that do not usefully carry a marking ages the way the goods do. The categories that are still commercially live are still on it, and the ones that are not have done no harm by remaining.

The structure is a list of classes rather than of products

Articles of a class or kind listed below. So an entry is a category and the question for any particular article is whether it falls within one, which is a tariff classification question.

Which is why nothing on these pages says anything is on the list

Whether a particular bead, button or brad is an article of a class or kind described in an entry is a determination about tariff classification. A packaging catalog has no standing to make it.

What the pages can do is read the list

Which is worth doing, because the drafting of individual entries is the interesting part: three carry a dimension, five carve something back out, and the rest are bare category names.

References

19 CFR 134.33, J-List exceptions: "Articles of a class or kind listed below are excepted from the requirements of country of origin marking in accordance with the provisions of section 304(a)(3)(J), Tariff Act of 1930, as amended (19 U.S.C. 1304(a)(3)(J)). However, in the case of any article described in this list which is imported in a container, the outermost container in which the article ordinarily reaches the ultimate purchaser is required to be marked to indicate the origin of its contents in accordance with the requirements of subpart C of this part. All articles are listed in Treasury Decisions 49690, 49835, and 49896. A reference different from the foregoing indicates an amendment." Entries include "Beads, unstrung", "Buttons", "Nails, spikes, and staples", "Bolts, nuts, and washers", "Bearings, ball, 5/8-inch or less in diameter", "Buckles, 1 inch or less in greatest dimension", "Glides, furniture, except glides with prongs", "Hooks, fish (except snelled fish hooks)", "Flowers, artificial, except bunches", "Feathers", "Hairnets", "Eggs", "Burlap", "Firewood", "Dowels, wooden", "Effects, theatrical", "Cards, playing", "Monuments" and "Livestock". law.cornell.edu
Written from 19 CFR part 134 and from the catalog as it stood on 19 October 2026. Part 134 governs the country of origin marking of imported articles; it does not determine anything about any container on this shelf, and the catalog does not record a country of origin for any product. Nothing here states whether any article is on the J-List, which turns on tariff classification, or whether any container is a usual container, which turns on commercial practice, and nothing here is customs, import or classification advice. This shelf is the store-small-dry shelf plus three rows and the sewing notions property enumerates the shared part of it.
