VOC limits

What a VOC limit actually limits

Updated

On this page8
The limit is on what evaporates, not what cleans, and it is set per category rather than per ingredient.

The rule

Section 59.203(a) requires that the VOC content levels in table 1 of the subpart, and the HVOC levels in table 2, are not exceeded for any consumer product manufactured or imported on or after December 10, 1998. It is a content limit rather than an emissions measurement at the point of use.

Why the government cares

Volatile organic compounds released from consumer products contribute to ground-level ozone. The regulation sits in the air programs part of the code rather than anywhere near consumer protection, which tells you what it is for.

It constrains the solvent, not the surfactant

Which is a particular problem for this category, because solvents are what make a degreaser degrease and a glass cleaner dry without streaks. The performance lever and the regulated quantity are frequently the same ingredient.

Water-based reformulation is the usual answer

Most of the modern detailing market has moved that way, and it is why products that worked twenty years ago are formulated differently now. A maker copying an old formulation from a book is copying a pre-1998 product.

States layer on top

Several states run their own consumer product VOC programs, California most prominently, and theirs can be tighter than the federal floor. Selling nationally means the strictest applicable limit is the one that matters in practice.

Check the table, not a summary

The limits are category by category in table 1 of the subpart, and they have been amended. Formulating against a figure somebody quoted in an article is not the same as formulating against the regulation as it stands.

What it does not limit

It says nothing about whether the product works, how it should be labeled for hazards, or what you may claim about it. Those are separate questions under separate authorities, and a product can sit comfortably inside its VOC limit while being wrong on all three.
