Is this for you at all

Updated

On this page8
Two things to know before anything else: the eyebrow is inside the area of the eye, and we do not stock a compact.

What this covers

Blush, bronzer, highlighter, setting powder, loose pigment, eyeshadow, concealer, foundation, primer, brow gel and mascara. Eleven leaves, which the taxonomy treats as loose pigment in a jar with a sifter.

The color rule

A color additive is lawful for a use because a regulation lists it for that use. The listings are in parts 73, 74 and 82, each one states its permitted uses, and many of them exclude the area of the eye explicitly.

And the area of the eye is defined anatomically

The area enclosed within the circumference of the supra-orbital and infra-orbital ridges, including the eyebrow, the skin below the eyebrow, the eyelids and the eyelashes, the conjunctival sac, the eyeball and the soft tissue within the infra-orbital ridge.

Which reaches more products than people expect

Eyeshadow and mascara obviously. Brow gel, because the eyebrow is named. A concealer or highlighter used under the eye, because the skin below the eyebrow and the soft tissue inside the infra-orbital ridge are both named.

Then the ingredient list, which has its own concessions

Color additives may be listed without respect to order of predominance, a shaded range may share a declaration using "may contain", and an assortment in one package may use a single composite list. Those exist for this category and nowhere else in this library.

What we can honestly supply

Jars for loose powder, and airless pumps for an emulsion. 54 containers from 7 to 150 mL, plus 9 airless pump sets at 15, 50 and 100 mL.

And what we cannot

A compact, a palette, a mascara tube or a wand. Measured across all 2,150 products: zero of each. And the sifter the archetype promises exists exactly once. The containers section gives the full position.

21 CFR 70.3(s), which defines the area of the eye as the area enclosed within the circumference of the supra-orbital ridge and the infra-orbital ridge, including the eyebrow, the skin below the eyebrow, the eyelids and the eyelashes, the conjunctival sac, the eyeball and the soft areolar tissue within the perimeter of the infra-orbital ridge. law.cornell.edu
21 CFR parts 73, 74 and 82, the listings of color additives exempt from certification, subject to certification, and provisionally listed. Each listing states the uses for which the color is permitted, and many exclude use in the area of the eye. law.cornell.edu
21 CFR 701.3(g) and (h), which permit a declaration to include an ingredient not in the product where it is identified by the phrase "may contain" and it is a color additive added to some batches for color matching, or where four stated conditions about shaded products sold under a common trade name are met; and which permit an assortment sold in one package to declare its color additives in a single composite list. law.cornell.edu
Written from federal regulation and from measured catalog data, not from a formulation bench. Whether a given color additive is listed for a given use, including use in the area of the eye, is a question about that listing in 21 CFR parts 73, 74 and 82. Nothing here is a determination about a specific colorant.
